安装的step7:SIMATIC STEP7 V5.5 SP3 for SINUMERIK PCU 50 WinXP and Windows 7

出现的问题：安装完成并且STEP7-Authorizing，HMI界面下没有启动按钮。

XP桌面上的三个快捷方式如图：

运行第三个图标S7-PCT-Port Configuration Tool时出现错误，并且自动删除了图标，错误信息：

Error message: Method 'CreateCommunicationProgressNotfiyForm' in type 'Siemens.Automation.Edd.BaseUI.Basics.Factory.UIFactoryBaseUI' from assembly 'Siemens.Automation.Edd.BaseUI.Basics, Version=2.2.0.0, Culture=neutral, 

PublicKeyToken=null' does not have an implementation.

Details:

另外，安装说明中有这样说明：

Call up the desktop icon "STEP7-Authorizing" to authorize STEP7. It can then be started from

the Operate or HMI-Advanced software (2nd menu bar of the area menu, protection with protection level 3).

只是，不知道protection level是什么，怎么设置？
